A new local security group or AD Domain Local group was created.
Event ID 4731 triggers when a security-enabled local group (`SAM Local Group` or `Domain Local Group`) is created. Threat actors create custom local groups to hide backdoor permissions or structure administrative delegation bypasses.
Failure Reason / Root Cause:
Creation of new security local group (`TargetUserName`).
